By promoting a participatory, bottom-up planning approach, the Local Social Plan (LSP) for Chin State aims to contribute to the current decentralization process in Myanmar. The LSP is a policy document, supplementing the Chin State Government’s five-year comprehensive development plans (2016-2021) and subsequent annual plan.
The Local Social Plan was developed by MIID and UNICEF in close collaboration with the Chin State Government, civil society and local communities. In this project, MIID supported state level authorities and community stakeholders throughout the nine townships in Chin State to discuss daily basic needs and difficulties both social and economic. The LSP represents a needs- and rights-based intervention strategy with project proposals that address both social and economic vulnerabilities with a specific focus on social services (health, education and social welfare).
The initiative has produced both a report on the Local Social Plan, as a counterpart to the Comprehensive Development Plan, and also a collection of related Development Proposals for the government, NGOs and other interested parties to implement within the state.
